I SEE THE NOTICE OF RACE JUST RELEASED ON THIS SITE SPECIFIES ENTRY IN BY DEADLINE BY 15/04/08. ON THE ISA WEBSITE THE CRITERIA INCLUDES PARTICIPATION AND A TOP 30% IN AN OVERSEAS EVENT ... FOR THE LASER EVENTS MENTIONED ARE UK QUALIFIERS ON 3/4 MAY AND 10/11 MAY. THIS IS AFTER THE CLOSING DATE FOR ENTRIES. WHAT'S HAPPENING ? IS THERE A NEED FOR THIS ?

Six days of National competition should be sufficient to select a sailor. We should not loose sight of that this is still an amateur sport at Youth Level i.e. done as a pastime not as a profession. Having to pre-qualify abroad maybe relevant for some classes i.e. where there is no active fleet ( 29ER). This is not the case for the Laser.

THE UK SELECTION CRITERIA IS AS FOLLOWS Version 1.3 2008 Volvo Youth Sailing ISAF World Championships Selection Notice The 2008 Volvo Youth Sailing ISAF World Championships will take place in Arhus, Denmark, from the 10-19 July 2008. It is the intention of the RYA to send a full team, with representation in each class. The principal selection event for all classes, except the Girls Laser Radial, will be the 2008 RYA Youth Championships and Trials, held at Pwllheli SC from the 29 March – 4 April. The principal selection event for the Girls Laser Radial will be the Laser Radial Youth World Championships, held in Auckland, New Zealand from the 22-29 March 2008. It is the intention of the Selectors to select the first GBR sailor/team in each ISAF Youth Worlds class, from the principal selection event, on a first-past-the-post basis, provided the following conditions have been met: 1. There has been a reasonable series at the event; 2. There have been conditions at the event similar to those expected in Arhus in July; 3. There has been a clear winner at the event.

Apart from the above the ISA Guidelines are written in maybe terms. What is alarming is paragraph 4.f "The Olympic Steering Group reserves the right to not select an Athlete/Crew in an Event. Any decision on the non – selection of Athletes will be made at the discretion of the OSG." These are not the ISAF rules or criteria - see ISAF website above. So much for fair sailing !! Do we want the same situation to occur next year with no Laser being selected? I agree that it is a youth event - it doesn't enter the Olympic Domain and the top sailor at Irish events should be allowed go.

For all classes except the SL16: If these conditions are not met at the principal selection event, the Selectors will take into account the indicator event nominated for each ISAF Youth Worlds class in selecting members for Team GBR for the 2008 ISAF Youth Worlds. These indicator events are as follows: Laser Standard (boys) UKLA Qualifier – 1-2 March – Stokes Bay SC Laser Radial (girls) UKLA Qualifier – 2 March – Stokes Bay SC 29er (girls and boys) 29er World Championships – 2-9 January – Melbourne, Australia RSX (boys) RS:X 8.5 Class, Med Cup – 22-24 February - Marseille RSX (girls) RS:X 8.5 Class, Med Cup – 22-24 February - Marseille THE SELECTION CRITERIA IS ESSENTIALLY ON A FIRST PAST THE POST BASIS AT THE MAIN EVENT. THE SAME PRINCIPAL SHOULD BE USED IN THIS COUNTRY WITH NO AMBIGUITY.

Half the problem is that the ISA criteria is intended as a catch all for dinghy / windsurfer classes. It is absurd that the Laser Class should be treated in similar terms as other classes including the 420 ( which is not an ISAF boat for this event). The Laser Class should have it's own separate ISA selection criteria. ISA should clearly state similar to RYA THAT THEY INTEND to send a full team for the Laser Class. I am aware that the ISA wish to base the selection for the ISAFs on an International "competitive standard". This can be done by selecting one event abroad and bringing all those interested in competing there together and attaching a weighting for the overall results {set for the importance of the event } using a points basis e.g. [No of competitors]/[place obtained] * [weighting] with similar points for National events and with criteria for a tie-breaker. Obviously the sailor who accumulates the most points would go. Whatever method is used the essential thing is that it is transparent.

There is no need to have the above proposed selection process extend over three events with 9 days max of racing . One of the events should be dropped. The 420 fleet no longer use the Youth Nationals - selection now over 2 day event - ISA 420 Youth Indicator trials 24/25th November, Schull, Cork. The Munsters plus a UK qualifier would fit in with the proposed selection process.

Apart from the above the current ISA selection guideline specifies : "4 e. Selection of Team members to the 2008 Irish Youth Worlds Team will be subject to a full commitment to all Team training requirements and an ongoing monitored personal competition and training programme. Team members will be required to train and compete in the class for their discipline." Given that most of June and beforehand for the majority of eligible sailors will be tied up with exams / preparation / study - the extent of this requirement should be set out in detail before entry to the event in a published consent form and signed off by each competitor as part of the entry process. This would enable each potential competitor to know beforehand exactly what is subsequently required and decide whether he /she is available to fulfill this thus minimising disputes.
